Notes
- Councillor Hedin was played by Michael Gough. Gough appeared in the show some 17 years earlier with William Hartnell’s First Doctor as the titular role in “The Celestial Toymaker“.
- Commander Maxil was played by Colin Baker who would go on to play the Sixth Doctor.
